Today, in many countries the sustainable tourism industry is a symbol of cultural identity and one of the important sources of national and private income. This industry is so important in the socio-economic development of countries that economists call it invisible exports. In this regard, with the expansion of urban centers and the growth of the phenomenon of urbanization, the enthusiasm for travel and exploration has grown in such a way that its enthusiasts around the globe have under the title "tourist" evolved the concept of spending leisure time. In this regard, the attention to the nature of tourism and the consequences of it, has revealed the need for research and study on this subject to the scientific community of the world. But one of the major issues in the development of tourism industry in cities is the issue of urban management. In other words, it can be said that city managers and officials have a significant role in organizing and managing this industry in the cities and surrounding areas, especially for countries such as Iran which, despite containing diverse religious, cultural, artistic and natural treasures in cities has failed to overcome the problems and barriers of the tourism industry and achieve a desirable position in the world. In this article, we tried to address the relationship and interaction between urban management and development of tourism industry with a comprehensive geopolitical view and to present solutions and suggestions for the development of this industry. We hope to pave the way for further research.

The inquiring mind of human being has always been looking for new and unique phenomena, and humans have undergone a great deal of suffering pursuing the recognition of unknown lands, and in fact they can be considered as the first tourists. Tourism is not a phenomenon peculiar to this day. It is a phenomenon that has long been considered by human societies, and has continued to advance in time according to different economic, social, historical and other needs. Tourism in today's world is pursued with various goals and objectives such as exchange of information and culture, increasing knowledge and awareness of past societies and spending leisure time, and it is becoming more and more valuable in economic, social and international structures. Domestic and foreign travels and, in parallel, formation of related activities in tourism competitions, will have many economic, political, social and cultural consequences for nations. According to information published by the World Tourism Organization W.T.O, today the tourism industry has become one of the most important economic sectors and, as a capable rival, is on the way to overcome industries such as oil, petrochemical and even automobile industry. Today quality of human life is unstable, therefore it is necessary to assess the quality of human environment and identify the causes of instability. This requires identifying the variables affecting the environment, achieving a method for having and assessing criteria for supervision and control of the responses that society takes to repair instabilities. Environmental, economic, social and cultural indicators have emerged as a key tool for definition and follow-up of operations and strategies that lead to a sustainable development and analysis of the benefits and costs of development. According to these indicators such as literacy, income, poverty eradication, health, enjoyment of healthy water and air, leisure, women's participation in social, economic, cultural and environmental activities, etc., it is possible to assess the stability and instability of society, and in order to achieve sustainability, all indicators of sustainability should be considered simultaneously. In the course of development, it is undesirable that some people grow economically and the rest remain in poverty. In addition, it is necessary that the development be in a manner that it realize social and political solidarity, coordination in practice, participation of all sectors and individuals (including women) and increase of technological productivity while avoiding ecosystem degradation.
